France begins industry talks ahead of regulation 28/04/2009

Conferences are being held in May in France to debate the country’s upcoming regulation of online gaming.

The four seminars will be hosted by French MPs involved in the draft regulation.

The first, to be held on 5 May, will look at how the French gaming model can be adapted to fit with online gaming, the internet and European community law. It will be chaired by MP Jacques Myard, who was the rapporteur for the French National Assembly’s delegation on gaming monopolies and Community rules to the European Union.

The second seminar will be held on 11 May and examine the vast product offering that the forthcoming regulation will make available to French players. Issues discussed will include how a threat to incumbent monopolies can be turned into an opportunity for them, how EU states’ competitive status will be affected will be affected and the tax rates applicable to different types of gaming.

Senator and President of the Commission on Social Affairs Nicolas About will be chairing the event. Éric Woerth, France’s Minister for Budget, will be present at both events held on 5 and 11 May.   
 
The third seminar will be held on 19 May and will focus on the potential of the French market, the effect of online gaming on land-based venues and cities and how mobile gaming will come to dominate much of the players’ activity thanks to the spread of 3G communications.

It will be hosted by MPs Marc Francina and Etienne Blanc, MP for Evian and member of tourist commission respectively. Senators François Trucy and Jean-François Lamour, rapporteurs of the draft regulation to the Senate and National Assembly will also be taking part.

The final conference is organised on 28 May by the Paris Bar and will look at intellectual property issues and the difficulties the draft regulation may encounter at being enforced. Antoine Cheron, doctor in intellectual property law and lawyer at the Paris and Brussels bars, will be chairing the event.

Politicians including French budget minister Eric Woerth, who presented the draft regulation on 5 March, and industry professionals such as lawyers, marketing experts and operators will be taking part in the events, which will be covered extensively by egrmagazine.com in partnership with igamingfrance.com.
